Administrative Services Department
The Administrative Services Department provides centralized support functions that ensure the City of Cottonwood Heights operates efficiently, lawfully, and with a high level of service to employees, residents, businesses, and visitors. The department plays a key role in internal operations, regulatory compliance, customer service, and community engagement.
Administrative Services oversees multiple core functions, including:

Human Resources & Risk Management
The department manages citywide human resources functions such as recruitment and hiring, employee relations, compensation and classification, benefits administration, training, performance management, and policy development. It also oversees the City’s risk management program, including workplace safety initiatives, workers’ compensation, liability claims, insurance administration, and loss prevention efforts to protect City employees, assets, and operations. -
Records & City Recorder Functions
Administrative Services ensures compliance with state and local laws governing public meetings, records retention, and public access to information, including the Open and Public Meetings Act and the Government Records Access and Management Act (GRAMA). This includes maintaining official City records, coordinating City Council agendas and minutes, managing ordinances, resolutions, contracts, and elections, and serving as the City’s Public Records Officer. -
Business Licensing & Community Support
The department administers the City’s business licensing program, supporting local businesses through licensing, compliance, outreach, and coordination with business associations and chambers of commerce. It also assists with customer service, business-related events, and promotions that support economic activity and community connections. -
Customer & Community Services
Administrative Services oversees front-counter operations and customer service functions, serving as a primary point of contact for residents, businesses, and visitors. Staff assist with general inquiries, permitting and licensing support, facility room rentals, cash receipting, and day-to-day administrative services. The department also supports and coordinates City-hosted events and community programs that enhance civic engagement and City culture.
Through these functions, the Administrative Services Department supports City leadership, ensures compliance with applicable laws and regulations, and delivers responsive, professional service to the Cottonwood Heights community.
